well when im in my server in the oc_lobby but up to date one if i change map to lets say oc_paysan_b11 the game will load and my arm and my background to my health is all in writeing frame
i have copyed all the files to my orangebox folder from the GCF files.
but i dont know if i mounted my games to my server properly or not.

That sounds suspiciously like the ATi (client-side) glitch, try enabling static mounting in Mod Options.

couldn't be as it happens to everyone on his server

Sven needs to learn about _mounts files.
