I don't think you can for 2 reasons…
1. The server will detect the sound files with the same name are already there.
2. I’m pretty sure all mani admin plug-in sounds go to
C:\Program Files\Valve\Steam\SteamApps\SourceMods\obsidian\sound\admin_plugin
But then again Preds sounds are in
C:\Program Files\Valve\Steam\SteamApps\SourceMods\obsidian\sound\predator
So bleh

And even if you could if would suck because admins could put really gay annoying sounds that just piss you right off.
