Most of you might have heard of my internet issues so i dont have to explain them,so honestly,you gotta help me out, im starting to miss Steam and online gaming in general,YOU GOTTA HELP ME OUT!

Well, the problem you have is quite weird, myself I'd just check the comp for harmful software, and if I didn't find any, I'd format it :? Maybe you can do a system restore to before the problem occured, or you have one or more firewalls you could try to disable?

Search on google, try antivirus software, if nothing works, reinstall windows.

I scanned it with AVG,and the computer only seems to find adware,and i dont wanna reinstalll my system,im just afraid of losing all my shit.

Well, I guess you'll have to back up all your shit then if that is what you must do, like if you have some sort of extarnal hard drive, the risk is that you might carry the problem to your new instance of windows along with all of your shit

Personally I would have saved my stuff to an external drive and formatted the computer, but sound advise from Oniyuri, be careful if the stuff you move across is safe and is clean. Otherwise you may end up getting the same issue on a new install.
Though if you use a router to connect to the internet make sure the ports havent just all closed randomly.

I do wonder how your new monitor could cause the problems you have, but since they first appeard after you installed your new monitor, do try another monitor and see what happens o.o

To me it most likely looks like you have some kind of adware or something, as its blocking everything but internet explorer, and it needs internet explorer to display the pop-ups.
