Listen Server Host problem

I am trying to host a listen server and the best I can do is get it to show up on the server list but when someone joins they timeout. No one can connect and anyone I ask says they can't see it on the list even though I can via the comp I use to host.

I have attempted the sv_lan 0; heartbeat; changelevel oc_name/map oc_name; and that does not work, I have a static ip and I port forwarded the correct ports but still cannot get it to work. I have done hours of searching to no avail on this issue.

Anything you can do or suggest is appreciated.

I know of some people with the same issue, they cannot host locally whatsoever.

Have you tried hosting dedicated?

Keep trying it sounds like your doing everything right, check your port forwarding and make sure you have the ranges that Valve recommend forwarded.
